Down syndrome is a genetic and chromosomal condition caused by the presence of an extra full or partial copy of chromosome 21, and is also known as Trisomy 21. It is one of the most common chromosomal conditions and occurs across all countries and population groups. Down syndrome is associated with characteristic physical features, developmental differences, and an increased likelihood of certain health conditions. However, the abilities, strengths, health needs, and developmental outcomes of individuals with Down syndrome vary considerably. With appropriate health care, early intervention, family support, inclusive education, and opportunities for participation, individuals with Down syndrome can lead meaningful and fulfilling lives.
The scientific understanding of Down syndrome has evolved considerably over time. The English physician John Langdon Down formally described the condition in 1866. In 1959, Jérôme Lejeune identified Down syndrome as a chromosomal condition and established its association with an additional copy of chromosome 21. According to the United Nations, the estimated incidence of Down syndrome globally is approximately 1 in 1,000 to 1 in 1,100 live births.
In the Indian context, Down syndrome is recognised within the existing disability-rights framework. The Rights of Persons with Disabilities (RPwD) Act, 2016 provides a comprehensive framework for equality, dignity, non-discrimination, accessibility, inclusion, and participation of persons with disabilities. Down syndrome is not separately listed by name in the Act. However, the Government of India has clarified that it is covered under the Act as an intellectual disability, which is recognised as a specified disability (Government of India, Ministry of Health and Family Welfare, 2018). The RPwD Act, 2016 continues to provide a broader legal framework to protect and promote the rights of persons with Down syndrome.
Down syndrome generally cannot be prevented, as most cases result from random chromosomal changes. Therefore, awareness efforts should focus on NOT placing responsibility or blame on parents or families, but on appropriate prenatal care and counselling, early identification, timely intervention, appropriate health care, inclusive education, family support, and prevention or management of associated health conditions. Despite growing scientific understanding, misconceptions and stigma continue to affect individuals and families. Strengthening awareness among parents, teachers, health professionals, caregivers, communities, and other stakeholders is therefore essential to promote acceptance, early support, dignity, and meaningful participation.
CIET-NCERT is organising a five-day online live interactive series titled “Towards a More Inclusive Tomorrow: Understanding Down Syndrome” from 26 to 30 October 2026, with sessions scheduled daily from 12:45 p.m. to 1:45 p.m. The series will bring together experts from the fields of paediatrics, genetics, public health, inclusive education, early intervention, rehabilitation, psychology, special education, and family and community support, along with persons with lived experience of Down syndrome and their families. Drawing on professional expertise and lived experiences, the programme will provide participants with an evidence-based understanding of Down syndrome, including its causes, associated health and developmental considerations, early identification, therapeutic interventions, inclusive education, and support across different stages of life. The programme will also address common myths and misconceptions and highlight practical approaches for parents, teachers, caregivers, health professionals, and communities to foster inclusive and supportive environments.
Objectives
By the end of this series, all participants will be able to:
- Build a foundational understanding of Down syndrome, its causes, types, characteristics, and associated developmental and health considerations.
- Understand the importance of screening and early identification of Down syndrome and identify appropriate therapeutic interventions and support.
- Apply inclusive educational approaches and classroom strategies to support the learning, communication, participation, and development of learners with Down syndrome.
- Recognise government initiatives, legal provisions, rights, and entitlements available to persons with Down syndrome.
- Explore opportunities for employment, empowerment, independence, and meaningful participation through lived experiences of persons with Down syndrome and their families.
